A reporter recently learned from relevant authorities that Chengdu has rolled out a series of new measures related to property sales restrictions, land allocation, and more. These measures will officially take effect on October 15, 2024.

One of the key changes includes optimizing the conditions for land sales. From now on, the proportion of completed residential buildings in newly allocated residential land will be determined by each district. Additionally, the city will support the combined supply of multiple parcels of commercial land. For projects that involve both industrial and residential developments, the focus will be on developing the industrial component before residential construction begins.

There are also plans to enhance the planning and layout of commercial service land. Authorities will encourage districts to conduct planning assessments that align with the functional needs of different areas, helping to optimize the scale and distribution of commercial service land.

In terms of land pricing policy, the rules for paying land transfer fees have been adjusted. For newly supplied commercial land, 50% of the transfer fee must be paid within one month of signing the contract, with the remaining balance due within one year, including interest. In designated pilot areas for redeveloping inefficient land, new commercial land can be paid for within a year without interest, and no performance bond will be required.

Furthermore, the city is optimizing housing loan and transaction policies. For families with two or more children, purchases of new homes will be classified as first-time purchases. Buyers of both new commercial properties and second-hand homes will be allowed to list their properties for sale as soon as they obtain ownership certificates.

Lastly, individuals who purchase new or second-hand homes (that have already been delivered) within Chengdu’s administrative area can apply to establish residency at their housing location. They can also bring along their spouses, underage children, and elderly parents, provided they meet the requirements for family reunification.
