On October 24, the Information Office of the CPC Henan Provincial Committee held a press conference focused on promoting the practice of Chinese-style modernization in Shangqiu. During this event, Li Xiangyu, the Party Secretary of Shangqiu, shared insights into the city’s strategic development as a “bridgehead for opening up” and a new high ground for hub economy.
Li mentioned, “Shangqiu is uniquely positioned at the junction of four provinces—Henan, Shandong, Jiangsu, and Anhui—making it a pivotal hub for transportation and development.” Recognized as a national historical and cultural city, Shangqiu is named after its rich mercantile history, serving as the birthplace of merchants and trade.
In June 2022, the Henan Provincial Committee and provincial government designated Shangqiu to build a “bridgehead for opening up and a new high ground for hub economy,” which aligns with regional coordination and integration into the Huaihai Economic Zone, presenting significant opportunities for development.
Li outlined three key areas of focus. First, enhancing hub capabilities. The city aims to establish a modern integrated transportation system encompassing air, rail, road, and water. The Shangqiu Airport is set to begin construction by the end of the year, after receiving approval from the National Development and Reform Commission. Meanwhile, projects like the Xiongshang High-Speed Railway are in progress. In terms of road construction, Shangqiu is developing multiple expressways to create a comprehensive highway network. Additionally, the city is advancing water transport initiatives to connect with major waterways, enabling seamless trade routes.
Second, improving modern logistics. Li emphasized that modern logistics is a leading industry in the hub economy. He highlighted the establishment of the Shangqiu E-commerce Logistics Industrial Park and ongoing projects aimed at upgrading existing logistics facilities. The city is also investing in smart logistics, with significant developments in cold chain logistics areas. With over 150,000 people employed in logistics and related sectors, Shangqiu has seen impressive growth in postal and express services this year, ranking second in Henan province.
Third, strengthening hub carriers. The city is maximizing the functionality of various logistics hubs, including bonded logistics centers and international dry ports. Currently, Shangqiu is home to two bonded logistics centers, which have achieved notable trade volumes, placing it first in both Henan and the central region for three consecutive years.
Li concluded by expressing confidence in Shangqiu’s ability to better integrate into the Belt and Road Initiative, especially with the completion of the Shangqiu International Land Port project, which will enhance its role as a key distribution platform.
