The Beijing Municipal Market Supervision Administration recently initiated an event titled “Director Walks Through the Process” to enhance administrative efficiency by focusing on specific areas of improvement. Building on the existing online registration for special equipment usage, the administration aims to further reform administrative approval systems, making the process of registering special equipment both efficient and convenient for businesses.
According to the administration, special equipment is an essential component in modern industrial production and daily life, utilized across various sectors. Currently, Beijing has a total of 460,000 units of special equipment, including boilers, pressure vessels, pressure piping, elevators, lifting machinery, passenger cableways, large amusement facilities, and specialized motor vehicles used in factories.
The administration highlighted that, as per the relevant provisions of the Special Equipment Safety Law of the People’s Republic of China, special equipment usage units are required to register their equipment either before they start using it or within 30 days after. In response to the challenges of complex procedures and lengthy timelines for registration, the Beijing Municipal Market Supervision Administration has streamlined the process. They have condensed the workflow from five steps—acceptance, processing, review, approval, and certification—to just three: acceptance, examination, and certification. The turnaround time has been reduced from 11 working days to just one. This transformation was a direct response to the issues identified during the “Director Walks Through the Process” initiative.
Post-reform, the administrative steps for registering special equipment have been reduced by 40%, and the time taken has been slashed by 91%. This significant improvement not only boosts the efficiency of the registration process but also minimizes the institutional transaction costs for businesses, allowing both companies and the public to experience the tangible benefits of these reforms.
The Beijing Municipal Market Supervision Administration reaffirmed its commitment to standardizing, normalizing, and simplifying public services.
